OutCall & channel.c: Unable to request channel #17

Hi all!
I succefuly configured outcall and asterisk.
But when i Place a call in asterisk logs:
"channel.c: Unable to request channel SIP/400"
where 400 is sip extension.
What i missing in config?

I guess that extension 400 is not registered hence you get the above error 
message.
