use headings to group things when there are a small number of tracks #139

Classic behaviour: when there are a small number of tracks (<20), show them all:

group0

Current behaviour: lean towards grouping by sub-category where sub-categories are available:

group1

Best-of-both? Show all the tracks, with sub-categories as headings group2
