fixes for 2.4 #21

I already built 2.4-rc1. If this needs to be included you have to higher the revision or wait for the next automatic transifex sync to get a new git-revision.

I believe it now also works from local repo. It seems, the check_target_env_call doesn't accept repo conf, and it thinks its already in chroot. with --pmconfig, the chroot call fails. Thus I copy the packages to pacman cache in target root.
