Make kernel_params user-definable for systemd-boot #1915

With #1882, kernel parameters are customizable for GRUB, but systemd-boot is still hardcoded to only use quiet, causing issues like breaking Plymouth in the installed system if you don't manually patch bootloader/main.py to add the splash parameter. It'd be nice if these could be set in bootloader.conf.
