Re-introduce ARM build #193

The ARM build has been failing due to build performance issues.

DO NOT MERGE This work-in-progress PR is temporarily used for testing to attempt the ARM64 build.

What's going on with the arm build? I understand there were some performance issues but can somebody provide more info? Perhaps I can help (personal interest on getting this running as arm cloud servers are becoming more popular as cheaper alternatives).
