Fix some issues reported by lintian

Use secure copyright file specification URI. (insecure-copyright-format-uri)
Use secure URI in Homepage field. (homepage-field-uses-insecure-uri)
debian/control: Add Vcs-Browser field (missing-vcs-browser-field)
Bump debhelper from old 10 to 12. (package-uses-old-debhelper-compat-version)
Set debhelper-compat version in Build-Depends. (uses-debhelper-compat-file)
Update standards version to 4.5.0, no changes needed. (out-of-date-standards-version)
