ELPA packages can contain non-Elisp files, too.

I fear there's still too many dependencies to make it really viable via elpa (since it needs interdiff and the IPC::Run perl module) but this is a good start.

Maybe we should also include the quick installation tips for Debian/Fedora/Homebrew from the README in the Commentary, because that's what the users installing this via M-x list-packages see.

This also brings up the question of whether the users can or should install commit-patch from the system package manager. It's available in Ubuntu, at least.
