Should make a smaller impact on server CPU and minimize file access by loading regions into memory either by:

Loading all regions into a variable
Loading all regions that protect a chunk that is loaded and unload/load as the chunks are loaded/unloaded.

Decided to load all regions into a variable. Per chunk loading may cause more CPU usage than would be saving.
