I just tried the installer on a XP SP3 + .NET 3.5 SP1 box and had no problems.
I suspect, that the issue is related to the installer attempting to register a
Windows shell extension, where your registry is configured differently than
mine.
1. Which PDF reader(s) do you have installed on your machine?
2. Do you know your way around regedit? If so, it might be helpful if you could
a) open the HKEY_CLASSES_ROOT/.pdf,
b) make note of its (Default) value - let's call it 'xyz',
c) export the HKEY_CLASSES_ROOT/xyz subtree, and
d) attach the exported .reg file here.

the Default for the .pdf is: AcroExch.Document
