Import copy of UNLV RSO Constitution and Bylaws to be used as templates #7

Use UNLV RSO constitution and bylaws as template and identify areas that we should modify with our previous constitution and bylaws.

There is no actual template. Closest thing I was able to import was a copy of Mario Party Wars Constitution and a copy of the Writing the Constitution from UNLV.

Also, @MElemental created an issue to detail which parts of the constitution were missing: #23

Therefore, I'm going to mark this issue as closed.
