Improve part 3 and 4 formatting #3

Parts 1 and 2 have some formatting overhauls and clarity improvements after the move to markdown. Parts 3 and 4 have yet to receive this attention.

This work is mostly done after the sprint. I'm closing this and will open more targeted tickets if needed
