No SPEAK-COMPLETE event if the client SDP does not contain a media field ("m=") #130

Version of the product : UniMRCP 1.0.0 on win32 XP
Test done only with MRCP v1 (RTSP)

If an mrcp client does not send a Session Description Protocol or send a SDP 
without a media field ("m="), the server (Rtsp-Agent more precisely) does not 
send any SPEAK-COMPLETE event.
SDP is not mandatory in the SETUP. And media field ("m=") is not mandatory too 
in a SDP.
The server should respond in all cases.

This issue should have been fixed in 1.1.0 release.
