Excluded classes not working in 1.5

What steps will reproduce the problem?
Added the following to /etc/elsa_web.conf:
... ,
"excluded_classes": {
    "BRO_SSL": 1
  },

Restarted apache2 and cleared cache and restarted browser.
BRO_SSL still shows up in "Add Term" drop down.

What is the expected output? What do you see instead?
BRO_SSL should removed from the menus and searches.

What version of the product are you using? On what operating system?
Branch 1.5, r1120 on Ubuntu.

Please provide any additional information below.
I find no reference to bro_ssl or excluded in web.log.
It works properly in 1.0, but nothing in the web.log for that version either.

Applied r1123 and still see the class in the "Add Term" drop down.  However, 
searching for "class=bro_ssl" results in "Query did not contain any indexed 
characters." dialog.  While searching for "class=bro_ssl www.google.com" 
results in "Invalid filter class" dialog.
