Yes, I assumed that user refers to a logged-in user unless we say "logged-out" when writing high-level requirements.

Let's be explicit on future tickets. As we get more contributors, the clarity will be good for them and it sets expectation that they be explicit in their assumptions as well.

Excellent, I have changed this issue to "logged-in." I assume that admin or organizer, as a particular user type, can be assumed to be "logged-in," does this make sense?
