storage_time_max documentation

Problem description

Spotted a minor documentation error I think: storage_time_max is included as an allowable constraint for storage techs, but it doesn't appear in the master list of allowed constraints.

Similarly for depreciation_rate and purchase_per_distance costs

storage_time_max is a legacy parameter so shouldn't be in the defaults list at all. Good spot on the two cost ones, they should be added in.
