Feature: hydro module #12

First version of the hydro module!

This version is currently limited to European nations only.

Current features:

Arbitrary years
Arbitrary shapes (Europe-only)
Arbitrary basin resolution, based on the HydroBASIN dataset (Europe only)

Merging into main! Unfortunately it seems like snakemake does not support "default" configurations. We'll have to always submit the configuration at the model level (which might be OK, since its more descriptive).
