Improve hyro module for arbitrary shapes. #7

As it stands, the hydropower module has some limitations:

It is limited to some European regions
Iceland is chopped in half.
Uses old powerplant datasets
May have some CRS distortion due to the preprocess_basins.py script (unconfirmed as of this issue)

Adapting it for arbitrary shapes requires the following:

[ ] Add steps to combine the HydroBASINs v1 regions (taking care of duplicates). This shape could be saved and re-downloaded if necessary.
[ ] Re-arrange steps to process shapes individually.

Extra recommended fixes:

[ ] Remove unnecessary dependencies in the environment files (those affecting xarray, in particular).
[ ] Process using a wrapper for cutout.hydro instead of a rule for long-term stability.
[ ] Remove hard-coded values, particularly for the "station-nearest-basin" settings.
[ ] Plot more stuff!

Closing for now. Most of this is nice to have unless we do studies outside of Europe.
