Fix Montenegro special case treatment in annual heat data #298

What happened?

There is a special case treatment for Montenegro in the annual heat data. Apart from being broken, the purpose is unclear. See function hardcoded_country_cleanup in scripts/heat/annual_heat_demand.py for more info.

The best would be to not have a special case treatment at all.

Ah, montenegro... At the time (maybe updated with new stats?) there was no data available for it, but I found a UN(?) study that discussed the proportion of fuels used to meet heat demand in the country, so used that.
