Robust and sustainable storage of Eurostat data #301

What can be improved?

Many sector models depend on Eurostat data. Because Eurostat is updating their data without versioning it, we need to cache the data somewhere. Currently, data comes from some GitHub repository. This is not a robust and sustainable solution.

We need to store the data in a sustainable way and then update the links to the data in the workflow.
