Align all costs to the same projection year #405

What can be improved?

Most costs in Euro-Calliope are current values (2020). Costs coming in from our sector-coupled sibling use 2050 data from the Danish energy agency datasets. We need to align all costs across the project.

Labeling this as a bug. Not sure it is, but it surely is important, needs fixing, and shouldn't get lost.
