Configurable Fatigue Effects #28

I would like to see configurable fatigue effects if possible. Set in the config, specifying what fatigue to start at, what duration, if a permanent effect, and what potion effect to have using potion ID. this will allow players or server admins to set the fatigue effects as easy or hard as they wish
