Brief overview

AS A user

I WANT discussions to be rechecked on a regular basis

SO THAT new comments are picked up

Need to:

[x] Periodically refetch stuff
[x] Control frontier membership based on some kind of basic metric - just "every 2 weeks" is not really good enough

Looks like we should check along a power law (up to 3 weeks), something like time_since_previous_discussion ** 3
