What's New?

Added a REST API endpoint at /new_data/phrase that accepts a json object in the the format {question: {text: string, variables: list}, answer: {text: string, variables: list}}
Created a PhrasesValidator that ensures the quality of the inputted data
Edited the QuestionAnswerPair class to include a verified boolean field which determines whether a CSAI member has ensured the quality of the QA data
Implemented formatting and upload process in database wrapper

@chidiewenike regarding the user experience, I made a pretty awesome tokenizer on the frontend, but if we're passing this to the average user, there might be an annoyance. Lmk if I should just upload the question & answer text. You can try the updated tokenizer here.
