Add new panoramas to editor
Look around the panorama.
Create/Read/Update/Delete Informational modals and send them to server
Move modals around
Link modals to actions
Create/Read/Update/Delete panoramas in server

This should be done without code first. We'll be able to iterate faster as designers. Pen and paper mockups are a reliable way to present your ideas. Some great free online design software includes Figma and Framer.
