Create conda packaging recipe and associated CI

Description

This PR adds a conda recipe and associated CI workflow so we can distribute MDSAPT over Anaconda.

Todos

• [x] Add an ANACONDA_API_TOKEN with access to the mdsapt-testing channel to the ALescoulie/MDSAPT repo secrets
• [x] Possibly add a thing in documentation saying you need to conda install with psi4 channel first add it in later as a different PR
