Alt-keys don't work on Windows for accessing the menus #239

Pressing Alt plus the underlined char in the menu name should open that menu, and Alt+Space should open the system menu.

I took a brief look at the Windows menu accelerator implementation in case it could help, but I don't see any way it could, so I'm at a loss here.
