MacOS 12 Github Actions are deprecated #473

Today our Mac CI runs are failing as part of a planned brownout of the macos-12 github actions runners.

December 3 I think is the last day they will run Macos-12 github actions. So we need to update our CI to use the next one, and make sure it still works.

This sucks - MacOS 11 is the minimum we can build for with the next level of MacOS runner.
