Install into production #16

Install cold application in production. Run pilot of usage and make available for integration into other projects (e.g. feeds, Moa).

I want to be able to install into production as a "snap" package. That way I can move away from custom compiles on the production server or having to manually grab zip files and hand place into their correct locations.

I need to finish refactoring using Newt+Postgres+PostgREST+Pandoc, them I can install into production.

Cold was written in TypeScript and runs via Deno and datasetd. It is now installed in production and is being adopted in our data flows.
