Provide way to bulk-update permalinks #100

Item titles are linked to LSP entries, but right now there's no way to update the links if needed. For example, when EBSCO changes the scheme for accession numbers (which has now happened to use 2 times), it breaks permalinks, but currently there's no way to update item permalinks in the DIBS database.

A new utility program, update-item-data, will be part of release 0.7 of DIBS.
