Switch to local ORCID matching #14

For papers with large numbers of authors, the ORCID matching is too slow. Maybe download the people.csv file from GitHub and work from that?

We need sufficient metadata that we want to stick with the API-based mapping. We're skipping non-Caltech folks for large author lists
