remove pmcid lowercasing #43

Remove .lower() from https://github.com/caltechlibrary/irdmtools/blob/dbd223277285949185997afae25b948375bcf81e/irdm/fixups.py#L54 and https://github.com/caltechlibrary/irdmtools/blob/dbd223277285949185997afae25b948375bcf81e/irdm/fixups.py#L56 and make sure nothing is broken.

pmcid values should transfer as PMC6237646 (with capitals)
