OAI ID change to number identifier #38

Per conversation with Dave Lindahl 2/11, we think the OAI ID should not
make reference to record or format type (currently it is hold#, bib#,
etc.).   This identifier should just be numeric.  Shrey estimates 10-15
minutes of code time plus testing.

Has been fixed, and now a sample XC OAI id would look like: 
oai:library.rochester.edu:URVoyager1/0

Would be incorporated in the next version(0.7) of the OAI Toolkit.
