Review and Update the OAI Server Interface #40

The web interface contains a bunch of junk test links interspersed with
useful links.  This interface should be reviewed and edited so that it
contains the links that would be useful to any OAI Toolkit server
administrator.

This also contains broken links that should work (e.g. GetRecord).

The GetRecord format is now set properly in the sample links.  They are still 
hard-coded, i.e., they will work iff one were to import records using the 
default OAIToolkit.xcoaiid.properties settings.  At least now, since the format 
is correct, it will be much easier for an admin to customize it according to 
their own repository settings.  In the future, we may want to make this a 
dynamic page (that automatically sets these links according to 
OAIToolkit.xcoaiid.properties).
