Updates the Chocolatey Consul version to v1.2.3 #26

This PR updates Consul to the 1.2.3 version. I looked at the versions at the [Releases] (https://releases.hashicorp.com/consul/) page. When this gets merged I will open another PR for the 1.3 version. :)
