I've never created/updated a choco package before and I don't have a test harness to check if this works as a choco package, so could someone review the changes to see if this should be merged?

@calvn @peterfranciscook looking to get the consul chocolatey package updated to latest, would love to assist on this. @calvn can you please let me know your availability to merge requests in? I will create a new PR for 1.14.4 within the week.

Hello there, new packages for consul has been recently released and will now be done through https://github.com/flcdrg/au-packages/tree/master/consul.
