Prep for version release #24

Description

Pulls the new menu popup in and all of the ability to create a .exe installer.

Motivation

As discussed.

Relevant Issues

The menu popup is a little janky but still works as intended

Changes

Inno script and all things needed to create an installer are implimented. Menu popup is now a thing.

New Dependencies

List any new dependencies required to implement these changes.

Just a draft for now so you can review it. Once you let me know what version it will be I will change all of the setups to match that and make it a proper PR.
