release: update release guide #167

This updates the metadata for cargo-release and the release instructions, in order to work with latest binary. Notably:

tags now have a v prefix-separator by default (see https://github.com/sunng87/cargo-release/issues/156)
release guide is refreshed to follow other coreos projects (e.g. https://github.com/coreos/coreos-installer/issues/297)

@lucab would you mind creating a separate PR for the Cargo.toml update? I'm trying to do a release with this updated guide to verify it which relies on those changes already being merged.
