DeviceLocation: missing changelog #56

This API seems to be missing Changelog. Changelog helps people like me understand the changes across versions. See the one for QoD as an example here. Similarly DeviceStatus has a changelog too.

Yes, changelog is useful and we should add one here as well. QoD created it after second release, IIRC. So far we only have one release in DeviceLocation (0.1.0) and 0.2.0 es still WIP.
