Update Location Template #104

As per #309, it is proposed to update the location of the API proposal template, from Commonalities WG (to be archived) to API backlog WG.

LGTM, just a suggestion above to make it more readable (as otherwise the name of the template is not visible).

Note: Should be merged after camaraproject/WorkingGroups#332
