Clarify in documentation which commitment is coming with "support" for an API proposal #143

Problem description

The question was raised in TSC on June 6th.

Expected action

Add short clarification within API-onboarding.md and potentially in API-proposal-template.md.

Additional context

As of https://wiki.camaraproject.org/display/CAM/2024-06-06+TSC+Minutes:

Eric raised the question about the commitment of "becoming a supporter" for an api proposal. 

  • For Herbert it means at least nominates a maintainer. The question could also differ if the new API is part of an existing family (in this case it is related to #142).
  • Ricardo agreed and we can write something to establish this.
