Create generalbacklog.md file #6

Would like to propose creating a file similar to APIBacklog.md to include topics which do not fall under API families but are still relevant in working group discussions. Examples of such topics could be authentication and authorization of service APIs, Notification Events, exposure gateway etc.

I would suggest to use GitHub issues for that. Seems for me to be easier to use than a file/list (can be addressed to responsible persons / workgroup leaders and can easily be tracked).
