Creating the first release for id and consent subproject #88

Problem description Given that we had an initial short term agreement on the use of purpose for the consent solution, we should create an initial release tag 0.1. This will help kickstart topics beyond the short term agreement and other long term improvements.

Expected action Decision on which currently open PRs need to be part of this first release Release tag 0.1 is created

As discussed in last WG call (29/11), from Telefónica's side it is ok to create a first release v0.1 with closed agreements, guidelines and rule sets. However, the Security Scheme topic (issue #57) must also be closed and included, then the release can be created.

@eric-murray @shilpa-padgaonkar We may also want to include the conclusions of Issue #92 if we eventually create a PR to add further clarification on the "declaration of purpose" for the client credentials scenario.

As discussed in 17/01/2024 WG meeting call, the only missing piece to generate the v0.1 release was issue #92. There was a PR (#109) to add a statement about how scopes are constructed when using client credentials. It was agreed to merge PR #109, closing issue #92 and generate release v0.1 from this commit.
