Change meeting time to UTC For Number Verification/Sim Swap #151

Problem description From latest TSC:

Proposal to schedule all meeting within CAMARA anchored on UTC See Proposal to schedule all meeting within CAMARA anchored on UTC · Issue #164 · camaraproject/Governance

Decisions: No opposition to switch to UTC → All meetings will be anchored in UTC Each community decides on which UTC time they want to anchor their meeting

For Number Verification/Sim Swap current slots are:

6:30 UTC → If we choose this one all year around, meetings would be at 8:30 during CEST and at 7:30 during CET 7:30 UTC→ If we choose this one all year around, meetings would be at 9:30 during CEST and at 8:30 during CET - supporters: @fernandopradocabrillo @gregory1g @ECORMAC @bigludo7

Expected action Choose on option.... or third option if any proposal like 7:00 UTC

Additional context

I think 6:30 UTC is way too early for standard office hours. For me 7:30 or 08:00 UTC is fine
