What type of PR is this?

subproject management

What this PR does / why we need it:

We are moving with our meetings to the LFX Zoom platform and with the meeting minutes to wiki.camaraproject.org.

The PR updates the respective links within the README.md and within the meeting minutes directory. In addition it moves the 2023 meeting minutes into a folder (to get the new README.md with the link to the wiki onto the first page)

Which issue(s) this PR fixes:

The request from @RandyLevensalor is done, I will bypass the review to ensure that we have the right meeting link within the README for today.
