Incorrect .spectral.yml #11

Problem description The current .spectral.yml in the repository is not a YAML file, rather it is the HTML for the Github page that represents the YAML file (mistake when downloading)

Expected behavior Replace with the actual .spectral.yml

Apologies @javierlozallu , I had made the same error with all the linter downloads. Fixed in #13
