Add PPE tracking alongside submissions #20

How would we track PPE? Do you mean like keeping a record of who gave PPE to who, and what their location was?

Hi Matt - So for this issue we've semi-deprecated it. Initially we created this issue under the assumption that local volunteer groups needed help with spreadsheet organization (Around Clark County), but we have contacted those groups and they have it all managed, nullifying the reason to create an independent service for that purpose.

Just for more context, these PPE volunteer groups, like Infinite Resource (https://team2471.org/infinite-resource) are printing PPE, so we initally wanted to help make a service for that,
