Gulp wrapped in an NPM watch script.
Looks for file changes in ['components/', 'test/'] and re-runs WCT 'test:local' based on wct.conf.json
Version bump of WCT to 5.0.1 - we should bump to 6 when that's ready.

My experiment with WCT v6 didn't work so won't be as easy to just drop in

@jagreehal I got it working with WCT 6, but there were issues with the runner-cli that requires manual resolution :(
