I want: to implement (Semantic Versioning)[https://semver.org]

Because: it is a standard practice that will communicate the state of the API to other developers and end users

Acceptance criteria: Adopt (Semantic Versioning)[https://semver.org] as per semver standards. Begin at 0.1.0.
