Second anniversary redesign

This is WIP, I'm putting up a PR so Vercel will deploy a preview.

Closes #19 Closes #27 (the design is changed enough to make this issue irrelevant [I hope!]) Closes #33

I will not close #26 yet - this redesign achieves feature parity between mobile and desktop but it doesn't really make any fundamental changes to the mobile UX.

To do

• [x] fix mobile display (I think I know what happened there)
• [x] fix bug: top bar switcher doesn't update after chart import
• [x] make sure Topsters 2 import still works
• [x] finish import/export feature
• [x] redesign import/export tab
• [x] accessibility check (esp. make sure everything that should be a <button> is a <button>)
• [x] final pass over changelog and FAQ (both design and content)
• [x] one more pass over the options menu
• [x] new favicon
