CGP113: Organization user edit failure #113

ATC admin has no granted access to noOrganizationUsers page,

and it appears whether there are organization users or not,

In fact i had ATC organization with set organization users and clicking edit among any of the assigned organization users to the organization resulted in noOrganizationUsers being displayed
